Leave Travel Concession (LTC) is a facility provided to government employees, including government school teachers, to travel within India with reimbursement for travel expenses. The goal is to encourage employees to take periodic breaks for travel and rejuvenation. LTC is governed by rules framed by the Central Government (for Kendriya Vidyalayas, Navodaya schools, etc.) or respective State Governments.


๐Ÿ“œ Eligibility

  • All regular government school teachers are eligible for LTC after one year of continuous service.

  • Teachers must be on active duty, i.e., not on study leave or long medical leave.

  • LTC is available for the teacher and eligible family members, including spouse, children (within prescribed limits), and dependent parents.


๐Ÿ“† LTC Block Periods

LTC is usually structured into block years:

✳ Central Government Teachers:

  • A block of 4 years is divided into:

    • One journey to hometown every 2 years.

    • One journey to anywhere in India (AI) in the 4-year block.

For example:

  • 2022–2025 block may allow:

    • 2022: Hometown LTC

    • 2024: Anywhere in India LTC

If one is not availed, it may be carried over to the first year of the next block.


✈️ Modes of Travel Allowed

  • Air travel: Only for officers entitled as per pay level (e.g., Level 9 and above under 7th CPC).

    • Economy class via Air India or authorized airlines under LTC-80 fare.

  • Train travel: Reimbursement as per entitlement class (Sleeper, 3AC, etc.).

  • Bus: Allowed if rail connectivity is not available or not convenient.

Travel has to be by the shortest direct route, and reimbursement is as per entitlement.

The following family members can travel under LTC:

  • Spouse (if not a government servant claiming separate LTC)

  • Children (only 2 eligible if born after 31.12.1997)

  • Dependent parents/siblings (under certain income limits)

  1. Application in advance: Submit LTC application form with intended dates, place of visit, family details.

  2. Leave sanction: LTC can be availed along with earned leave, casual leave, or restricted holidays.

  3. Journey completion: Submit tickets, boarding passes, bills.

  4. Reimbursement claim: File claim within 3 months of return.


❗ Conditions and Restrictions

  • Encashment of earned leave: Teachers may encash up to 10 days of earned leave while availing LTC (maximum 60 days during service).

  • LTC Advance: 90% of estimated fare can be taken as advance before travel.

  • Non-utilization penalty: If LTC is not used after taking advance, it must be returned immediately with penal interest.

  • Fake claims: Submission of false bills can lead to disciplinary action.

From time to time, special LTC provisions are announced, such as:

  • LTC Cash Voucher Scheme (2020) during COVID-19, allowing cash reimbursement instead of travel.
